Atlian Empire Government
The Atlian Empire is a sovereign nation, a personal union between the member states and the Imperial Throne; governed under the system of a semi-constitutional monarchy, with the Imperial Throne (the King) as Head of State and Head of Government, acting with semi-absolute powers, delimited by the Constitution of the Atlian Empire. The Imperial Senate assists the Imperial Throne in the legislative process.
Imperial Throne
According to Chapter VI, Article 15 of the Constitution of the Atlian Empire:
The King of Atlia will compose the Imperial Throne and will have the title of King. The Imperial Throne will represent the Empire among the nations, declare war and make peace on its behalf, make alliances and other conventions with foreign countries, accredit ambassadors and receive them. For a declaration of war on behalf of the Empire, the consent of the Imperial Throne will be required.
15.1 In case of prolonged inaction, serious illness or on the initiative of the Imperial Family with the approval of the Imperial Senate without the express and consenting opposition of the King; A Prince-Regent will be appointed, who will hold all the rights and obligations of the Imperial Throne, with the exception of the title of King as long as the holder does not abdicate or die.
Thus, the Imperial Throne is currently occupied by H.I.&R.M. King Geronimo II de jure, more de facto is in a state of regency under H.I.&R.H. Prince Luis.
The Imperial Throne has the right to open and close sessions of the Imperial Senate, just as any action agreed upon by the Imperial Senate requires the consent of the Imperial Throne for ratification. Likewise, it is the obligation of the Imperial Throne to prepare and publish the laws of the Empire. The Imperial Throne can also initiate legal and military proceedings against states that it considers are failing in their constitutional duties.
Imperial Senate
The Imperial Senate is the legislative body auxiliary to the Imperial Throne. It is made up of representatives, called Senators, from all the member states of the empire, including their representatives to the Imperial Throne who act as "Heads of State" in behalf of the Imperial Throne at the member states. Each member state has a certain number of votes in the Imperial Senate, with each vote being given to one Senator, distributed as follows:
Kingdom of Atlia - 5
United Kingdom of Esteleria - 4
The Imperial Senate assists the Imperial Throne in the administration of the Imperial Ministries, and has the right to comment and/object to a certain decision made by the Imperial Throne, but it always has the last word.
Imperial Ministry
The Imperial Ministries administer matters related to their specific functions within the Empire, administered entirely by the Imperial Throne. The Atlian Empire has three Imperial Ministries:

Within the Imperial Ministries there may be Imperial Offices, in charge of more specific matters and tasks than those of the Ministry that houses them.
