Nova Atlium - 18/OCT/2023

The Prince-Regent has reformed the Imperial Constitution following the request of the government of the Grand Duchy of Appledore Lutecia to grant it greater autonomy with respect to the laws that follow from the Imperial Throne.

Background

Appledore-Lutecia, prior to their request, had found itself in a process of redefining its cultural identity after a long time of inactivity; What its leaders concluded was to rethink their position within the Atlian Empire. Likewise, the Synod of Kosadin, a cultural organization that has been part of the Appledorian-Lutecian culture for years, requested its departure from the Empire, requesting a claim on Appledore Island.

Reasons

A first Appledorian Memorandum was sent to the Imperial Throne for consideration at the end of September, and after a month of dialogue a second Appledorian Memorandum was created, where the Appledore-Lutecia government details the reasons behind their search for greater autonomy from imperial laws.

  • That the House of Dearmad-Otilicaires will be considered a nominal house within the Atlian Empire.

  • Selective exemptions for any future bills or amendments that the Imperial Senate may pass, in recognition of the preservation of Appledorian-Lutecian cultural identity.

  • Right to create a localized defense force to defend the region due to a large geographical distance between it and the rest of the Empire.

The transition

After a month of dialogue, an agreement was reached to reform the Imperial Constitution, adding the right to Member States and Free Associated States (FAS) to request to become a Member State with greater autonomy without falling within the classification or norms that regulate the FAS. With the Appledorian Memorandum agreed between both parties, the Imperial Throne passed through the Imperial Senate the Imperial Proclamation detailing the reforms, which passed without observations by the Imperial Senators; with the abstention of the Senator and Grand Duke of Appledore-Lutecia.

Outcome

After its approval and entry into effect, these were the results:

  • Appledore-Lutecia may apply exemptions to imperial laws and projects that they believe compromise the integrity of Appledorian-Lutecian culture, as well as the interests of the Grand Duchy.

  • Appledore-Lutecia will continue to exercise its rights and obligations as a Member State.

  • The House of Dearmad-Otilicaires becomes a nominal house within the Atlian Empire.

  • Appledore-Lutecia can create their own localized defense force with autonomy from the Imperial Throne.

  • The Synod of Kosadin leaves Appledore-Lutecia and the Atlian Empire.

  • The Atlian Empire abandons its territorial claim to Appledore Island, also supporting the creation of the Auguric Republic of Petrioam on its territory by the Synod of Kosadin.
